In a large bowl, combine the beef slices, soy sauce, lemon juice, half of the minced garlic, and black pepper. Mix well, cover, and marinate for at least 1 hour.
Heat 2 tablespoons of oil in a large skillet or pan over medium-high heat. Remove the beef from the marinade, reserving the liquid. Sear the beef slices in batches for 1-2 minutes per side until browned. Set the seared beef aside.
In the same pan, add the remaining 1 tablespoon of oil. Sauté the onion rings until they start to soften and caramelise, then add the remaining minced garlic and cook for another minute until fragrant.
Return the seared beef to the pan. Pour in the reserved marinade and the water. Bring to a boil, then reduce the heat, cover, and simmer for 20-30 minutes, or until the beef is tender and the sauce has thickened slightly. Serve immediately, topped with the garlic-onion mixture.
