In a large bowl, combine the sliced potatoes, whipping cream, minced garlic, most of the cheddar cheese, and all of the Parmesan cheese. Season generously with 8-10 twists of freshly ground black pepper. Use a large spoon to mix everything together thoroughly, ensuring the potato slices are well-coated.
Assemble the Bake
Transfer the creamy potato mixture into a 2-inch deep baking dish. Spread it out evenly and sprinkle the remaining cheddar cheese over the top. Gently press down on the potatoes to flatten the surface.
Bake to Perfection
Place the dish in the preheated oven and bake for 1 hour. About halfway through cooking (at the 30-minute mark), remove the dish and gently press the potatoes down again. This helps the cream bubble up over the top, keeping everything moist.

The dish is ready when the top is golden brown and crispy, and the potatoes are tender. You can check for tenderness by inserting a knife; it should slide through easily. Let it rest for a few minutes before serving hot.
